door, all because they don't want to face the protesters that are out front. on the other hand, you have those handing out anti-abortion information in front of the health clinic here in san francisco, saying, it's their right and they're just trying to save lives. san francisco supervisor david campos will introduce legislation today that would create a 25-foot buffer zone around the entrances and exits and driveways to facilities like this one. there is already a smaller buffer zone in place. campos says that planned parenthood has been complaining about intimidation tactics for at least a year. the balance of the right of people have to express themselves. and people to get health care, including reproductive health. >> planned parenthood is showing

pictures that one group uses to scare clients. when we were there, protesters did not use such graphic images. a spokesperson says they're against the legislation. and believe that come women they have been coerced into coming. the panel says that violating the ordinance would be about $500. a second offense would double that penalty. a daly city mother and her two sons who were killed by a drunk driver will be buried late their morning. a funeral mass will be at st. peter's catholic church for the mother and her sons. burial services will follow at holy cross cemetery. the family died on march 9th, when the car struck them while they were making a u-turn in daly city. the suspect had a blood alcohol level that was more than twice the legal limit. the widow of a well-known

journalist in the bay area is about to get a major settlement from muni. bill brand was hit by a train near the embarcadero in 2009. he later died from those injuries. and his widow sued, saying the train failed to fault to traffic and that signals were not maintained. a board of director will discuss to approve a 900,000 payout for his widow. police are looking for suspects that stole tens of thousands of dollars worth of copper wire. the suspect broke into a pg&e yard on boyce road sunday morning. he apparently used a stolen forklift to smash through the fence. and he used it to place the wire on his truck. police are looking for a 1995 ford f-350 or 450 truck.

a man charged with settle his hospital room on fire and attacking a nurse and a police officer with a knife has been released from jail. a judge releasing 51-year-old on his promise to appear at future court dates. prosecutors say the man who was diagnosed with terminal cancer, started that fire and then swung a knife at a nurse who tried to stop him. the hospital wing had to be evacuated. and the man has pleaded not guilty to arson and assault with a deadly weapon. he's due in court again next month. san jose city leaders asking for your advice on its proposed three creeks trail. the trail would connect the los gatos trail with the coyote creek trail. people are asked about questions on landscaping to a dog park. a meet willing be held tonight at the willow glen community and senior center. more workshops are planned for

passed, means all you need is your smartphone and an app. today, mike francis in san francisco, with more on the texting network. >> reporter: good morning. this technology already exists. right now, taking part is voluntary. and they want to make it mandatory for all 1,700 taxi cabs in the city. the new proposal under consideration by the board of directors today, would require all taxis in the city to transmit their location via gps. that information would be available on a network, enabling anybody to see on their smartphone the locations of cabs nearby and whether those cabs are available or not. then, on a smartphone app, you could order a pickup. some cab companies have already used the technology. but it's not wide swspread. a lot of cab drivers like this idea. this is a large part of services

higher open on this tuesday. the dow and s&p 500 are trying to avoid the first three-day losing streak of the year. concerns about european financial instability which weighed on markets monday, don't appear to be continuing today. here's the big story. march madness is about to overtake twitter. the social media site will offer playing during all ncaa men's basketball tournament. the clips will be available within a few minutes of them happening in a game. twitter says the replays will boost its ad sponsorship. if you don't get to see the game, there's twitter for you. >> i'll be there. i'll be checking this out. in other news, the national best-selling book, "the da vinci code," spawned its own series of movies. e book users can get the book for no cost from online free taylor

we're not expecting anything heavy until overnight tonight. north of the golden gate bridge, showers will move in between 4:00 and 5:00 p.m. you don't want to risk it. especially if you wear something nice to work. don't think about washing your car. 49 degrees to start in livermore. a great-looking day shaping up. showers cooled off for most of the day. we're going to see highs because we're starting so mild, pretty warm. upper 60s, and 70s on the way. when the showers move in. by noon, mostly-cloudy conditions. that will keep things on the warm side of this system. start the clock as we head throughout this evening. the showers move in. by 5:00 p.m., a little bit of rain. we don't get the heavier rain until overnight. stop that clock at midnight. that's moving into santa rosa area. start the clock again for you. my clicker needs a new battery. throughout the next couple days -- i'm pushing the button. at 8:00 a.m. wednesday, we're going to have showers on the

we see the taillights slowing as you head toward fremont road and boulevard. we're looking at the map, where the earlier crash was reported. a little sketchy on where it was exactly. where the activity is going on, it's north. and it's starting to clear from the roadways. 689, a major problem. and starting to see a little build there. looking at the south bay, with no major issues here. the yellow on the map, just comes down towards 60. no concerns as far as construction or accidents or incidents throughout the south bay. 101, palo alto, a smooth drive through san mateo in and out of the city, across the bay bridge. a nice look out there. the toll plaza seems slow. no problem for the eastbound freeway. oakland, we had construction crews. a couple of trucks clearing the area. no major slowing anymore, north of the coliseum. we have highway 4 westbound. that's pretty standard.

5:19 right now. and a singer hit a sour note during a bay area show, that would be a bold understatement. and this morning, the outrage being heard around the world. her name, michelle shock. and he shock, performed at yoshii's in san francisco sunday night, when she launched into an anti-gay rant on stage. the audience started booing and protesting. most of the crowd eventually leaving. the staff ended up literally pulling the plug on the 51-year-old. >> turn on the lights. turn off the microphone and please get her off the stage. this cannot happen anywhere, especially in this day and age. and most disturbing in san francisco. >> fans have taken to twitter and youtube, posting videos showing them destroying her cds. she is not getting paid for her effort. and is not welcome back. other venues is now following suit, cancelling her

performances. it is 5:20. the los gatos city council singing a different tune on a guitar store. reports to cancel a number of performances and lessons because of a zoning conflict. the store's owner got the green light and all shows and classes will go on. this includes the concert benefiting st. jude's research hospital. it bans alcohol, limiting 80 people per show and hosting no more than six concerts a month. the tour of california will bring some big-name olympians to the bay area. we'll have details coming up next. asteroids, ufos, even floating space junk. ton usual action washington politicians are getting ready to take over a threat from above.

good tuesday morning to you. look at the light there's. >> bravo. yeah. the reflections. >> so many different beautiful spots in the bay area. people travel throughout the world. our beautiful bay bridge. it is 5:23 right now. the women's time trial at the annual tour of california will include big names in cycling. the 19.6-mile race is one of the events surrounding the men's race in may. the women's time trial will feature germany's eno yoko. who placed fourth at the london games. also competing will be two-time trail champion, a world silver medalist and olympic triathlete from great britain. the women's time trial will be held may 17th in san jose, just before stage six of the tour of california. for the first time ever, congress is holding a hearing surrounding threats coming from

good morning, everybody. the installation of pope francis started early this morning. it started with mass at the vatican. and tens of thousands of people in st. peter's square to see the pope installed as the new leader of the catholic church. they had to have 500 pisriests pass out eucharist. >> it's been intriguing to watch this come together. people from all over the world visiting and watching the ceremony. watching pope francis become a huge figure out there. you see st. peter's square. among them, vice president joe biden and former first lady of california, maria shriver, making the trek over. >> and he broke from the usual, you know, pattern of riding in the popemobile. going to talk to people in the crowd, as well. being called the pope of the people. jay gray, live in vatican city, with some of the highlights of this morning's installation for us. good morning, jay.

>> reporter: good morning. it's been a beautiful day here in rome. filling into st. peter's square, along with hundreds of thousand, all wanting to be part of the inaugural mass of pope francis. he now officially becomes the leader of the catholic church. after waiting for hours, hundreds of thousands welcomed pope francis to st. peter's square. after greeting the faithful for more than 30 minutes, francis was ushered inside st. peter's basilica. and the ceremony began. and the ceremony began. ♪ the new pope led by the cardinals of the procession, and back into the square where he received his vestments and papal ring. dignitaries from across the globe and hundreds of thousands joined in the celebratory service.

in the same casual style that has defined the early days of his papacy, francis spoke at times without notes, his message focused on the tenets of the catholic faith. hi seemed to refer to problems that have plagued the catholic church. he said those in responsibility, are called to be protectors. he spoke several times about the need to care for, protect and watch over one another. 500 priests helped serve communion in the square. and as the mass ended, pope francis moved back to the simple altar inside the basilica, where he greeted vice president biden and other heads of state. official start to what many believe will be a different and very difficult papacy. it ends the pomp and circumstance. not only the inaugural mass. many looking to make the reform, repairs to this church, that they say they desperately need.

that's the latest live in rome. i'm jay gray. back to you. >> thank you very much. it is 5:33. newly-proposed measure will be introduced today which will keep anti-abortion activists from protesting in front of planned parenthood clinics in san francisco. we have more on the controversial proposal and why one city supervisor says the legislation is necessary. good morning. >> reporter: good morning. san francisco already has what they call an eight-foot bubble zone. this would bump that out to about 25 feet. it means that protesters would no longer be able to stand directly in front of the doorway of health clinics, like this planned parenthood in the mission direct. supervisor david campos is introducing the legislation to include entrances, exits and driveways. planned parenthood has been claiming about anti-abortion intimidation tactics for about a year. the effort is to strike a

balance for people's right to express themselves and the right to access to health care. one demonstrator says that they have a right to protest and are against moving information tickets away from the entrance. and a spokesman for planned parenthood says it's gotten scary for clients who have left crying. >> it's intimidation. we have protesters that have video. and they videotape everyone coming in and out of the health center. they take pictures of us, proudly. >> so many women are coerced into coming in here. and it's not something they want. >> reporter: if it passes, the penalty for violating the ordinance would be a misdemeanor, up to three months in jail or a fine of up to $500. a second offense would double that. reporting live in san francisco. a man is dead this morning after police say he tried to run over an officer with his car. this happened in an unincorporated of san jose, just

before 7:00 last night. three san jose police officers tried to pull over a stolen car. that driver reportedly refused to stop. he instead rammed the back of a police car. when the officer got out of his car, police say the suspect tried to run him over. that's when the officer fired the deadly shot. >> two, quick shots. pop, pop. and that's when all the fire department and all the rest of the cops showed up. >> that suspect died at the hospital. police say another person was in that stolen car and is right now being questioned as a witness. no officers were hurt. we're learning new details about a raceway crash that killed a 14-year-old boy last weekend. marcus johnson died when his 17-year-old cousin lost control of his sprint car and crashed into the pit area. the johnson family now says chase told them the steering wheel came loose as he entered the turn, causing the crash.

the family says the car was new. and it's not clear why the wheel would have come loose. chase johnson was driving warm-up for a competition when he crashed. >> tragedy. heartbreaking situation there. 5:36 right now. we go to christina. a feel-good day out there. >> not bad at all. for us early risers, we don't have to deal with the showers until this evening. 50 degrees in san jose. 44 in gilroy. 53 in oakland to start. you might need a coat. you want to bring the umbrella with you. santa rosa, to san francisco. that's where we're expecting our first showers throughout the day. area of low pressure will lift to the north, dragging a weak disturbance through. not expecting much activity until the evening commute home. 6:00 p.m., slick roadways. want to keep that in mind. overall, the main event isn't until tomorrow morning.

i'll time that future cast out to your doorstep. today, the showers are going to take their time. we're going to hit the 70s in gilroy. 69 in livermore. your full forecast in my next report. want to check your drive traffic. >> it is traffic tuesday. we're seeing a pretty heavy burst of traffic kicking in, a few minutes earlier than the other days of the week. you see the slowing already here as you're heading north. we see the yellow creeping in. we'll see that starting now and building just after 6:00 this morning. for the rest of the south bay, a smooth driv on the freeways. southbound is barely a problem right now. a look outside at the oakland area, where we had earlier slowing. road crews were there until ten minutes ago. it's been replaced by headlights and taillights.

hoping the super bowl will become a reality for his city. tonight, the city council will hold a meeting to vote on proposals drawn up by the mayors office that will cost the city millions. ultimately, the mayor is agreeing to all the demands, outlined by the nfl. that includes waiving the city's 9.5% hotel tax for nfl employs and the teams, assuming they stay here. he's agreed to suspend ticket surcharges and drop parking fees. this will cost santa clara at least $6 million. but the mayor says not to worry. the super bowl crowds would offset the loss and then some. >> all of the people spending money in our restaurants. all of the people buying souvenirs. there's lots of activities going on here in santa clara during the super bowl. if you saw what happened down in new orleans, you see potential for it. the south bay, as a whole, will benefit from it. but santa clara will be at the

center because we have the stadium. >> the battle bits santa clara against miami. and miami, on the other hand, is not agreeing to all the league's concessions. we'll see how that bodes for santa clara. first, we'll see if the city of santa clara goes along with mayor matthews' plan and the costly resolutions. that vote is scheduled for 6:30 tonight. >> it comes down to tonight. the world baseball classic wraps up at at&t park tonight. dominican republic advancing to the finals. after beating the netherlands last night. today's championship game will feature puerto rico taking on the dominican republic. little side note here. whichever team wins that ball game will have a world champion giants player on its team. san francisco reliever santiago cassia, while angel pagan. pretty cool. the giants. >> they're the world series champions. it makes sense that we have a

at least 20 are dead in baghdad, on this, the tenth anniversary of the war in iraq. a wave of car bombings, killing at least 21 people and wounding 80 others. and there's still a curfew in baghdad, ten years after the u.s. waged war on iraq, to remove saddam hussein from power. >> reporter: we're seeing attacks like the one this morning. look at the video. mangled wreckage from multiple attacks. we have an update on the numbers you gave. at least 56 believe to have been killed and over 200 injured when

the carbombs targeted restaurants and areas where day laborers gather and bus stops, as well. all of it, as a result of the ten-year war. and looking back, the united states trying to establish democracy. that was done. not as easily, though, as perhaps first thought with warring factions in that country. the shia, the sunni, kurds, arabs, all trying to get a piece of the power when the united states ushered democracy into that country. we removed saddam hussein amid lots of questions about whether or not there was weapons of mass destruction. and looking at the cost of the war. $800 billion spent. 4,400 american troops lives lost. 100,000 iraqis. and now, 53% of americans in a brand-new gallup poll say they say this war was a mistake. >> thank you. in a related story, today, a san francisco attorney

planning to file a lawsuit against former president george w. bush related to the war in iraq. the group witness iraq is now suing the former president for allegedly violating international and domestic law by going to war in the first place. in the meantime, the president is getting ready to head to the middle east. tonight, president obama will get on air force one and fly to israel for his first foreign trip of his second term. the president will meet with members of the new israeli government, palestinian leadership and the king of jordan on this trip. prior to leaving the white house, president obama will meet with the leaders of northern ireland. there's more to be cleaned up, more than crews first expected after a bridge demolition down in texas last night. quite the explosive scene. crowds cheing, watching the lakeside park, not knowing that the blast didn't just tear down the bridge that was no longer being used. the blast also destroyed a

moisture coming in. this extends south to the equator. for us, we'll continue to see the high, mid-level clouds stream onshore. throughout the day, here's our counterclockwise rotation. area of low pressure passes to our north. we'll see the tail end come through. that means shower activity for half an inch, up in the north bay. not looking so promising in terms of the totals we're expecting. but we need to rain. and it will help with the pollen levels. we stop the clock at 1:00 p.m. showers in the north bay. at 5:00, the activity ramps up. you might be driving on wet roads. travel caution for you. by 10:00 p.m., more rain, for the south of golden gate bridge. and between 5:00 a.m. tomorrow and 5:00 p.m. tomorrow, we're talking about 12 hours, that window will stay open for on and off showers throughout the day. that system holds off. and because we're still on the warm side, temperatures are

if you're coming off the richmond bridge, you'll be clear of the incident. the crash will affect you out of richmond. looking at the slow drive. chp vehicles on-scene already. west 580, as well as 84, through livermore. the typical morning buildup, starting to slow. the castro valley, a smooth drive. a little slowing for 238. but hayward will throw you for a loop. the one-way traffic around the six-block area. they all merge together. and that flow on the east side of downtown hayward, heading north, and south. prepare for the redirect. and look at the peninsula. easy flow for palo alto. it is 5:49. a judge is questioning whether the man accused of stealing a luxury yacht from a harbor is competent to stand trial.

a court hearing will be held today to appoint drivers to determine if he can stand trial. he is charged with grand theft for stealing the sailboat and running it into the ground earlier this month. he's being held in jail on $1 million bail. con to costa county taking smoking ban to a whole new level. an ordinance that would ban electronic cigarettes. it would require businesses that sell the electronic cigarettes to have a tobacco retailers license. discussion starts at 9:00 a.m. in board chambers. tonight, palo alto will consider a ban on smoking in three local parks. it would affect the plazas downtown and sara wallace park. the ordinance would ban

the installation process continues for pope francis, elected last week to take over the catholic church. we give you a live look at st. peter's square in vatican city in rome right now. an estimated 150,000 people have been pouring into that area to watch the processions at an early-morning mass at the vatican. and the pope just greeting people as things take place. it's 5:54. h.p. pavilion getting ready for march madness closer to home. the basketball court, now in place and getting all shined up for thursday's slate of games. cal and syracuse, among the high-profile teams playing in san jose at the h.p. the ncaa tournament, one of the biggest events in sports. that means big-time business for local restaurants and hotels.
